R12 and R13 are intermediate recovery codes — they cover pre-treatment or sorting and temporary storage before a final recovery operation, not the recovery itself. A transfer station that bulks up materials before sending them to a recycler typically carries R13 (storage pending recovery) or R12 (pre-treatment before recovery). The downstream recycler carries R3, R4 or R5.

What do the D codes (D1 to D15) mean?

D8 and D9 cover biological or chemical treatment that itself leads to final disposal rather than recovery. D13, D14 and D15 are intermediate disposal codes — blending, repackaging and storage before final disposal — equivalent to R12 and R13 on the recovery side.

Is an R code better than a D code under the waste hierarchy?

Yes. The waste hierarchy requires recovery to be prioritised over disposal. An R code means waste is recovered; a D code means it is finally discarded. Recovery must be chosen wherever it is technically and economically feasible.

Are R and D codes required for Digital Waste Tracking submissions?

Yes. The disposal or recovery code is a mandatory field in every Receipt of Waste submission to DEFRA's Digital Waste Tracking service. Receivers select the R or D code describing what their site does with each arriving load.

Digital Waste Tracking becomes mandatory for permitted and licensed waste receivers in England and Wales from 1 October 2026, and in Scotland from January 2027. Each receipt must be submitted within two working days of the waste arriving.
